No hot/sharp parts should be easily in reach of pedestrians Might be OK if they don't stick out much...
Combine with cut outs so they are switchable?

if its legal for a bike, a lorry, or a kit car (cobra) to have exposted pipes, i don't see why it shouldnt be legal on a car. just cos its not the 'done thing' anymore shouldnt make it illegal.
my model A is having weedburners, but they will be heat wrapped.

general rule of thumb that most coppers go by - if it extends beyond the standard "footprint" of the car (like the one in the pic above) then expect a slap on the wrist, and to be demanded that they're removed

there are practical considerations as well, i had two passengers get out of my jeep and burn their calf on the sidepipes, despite repeated warnings to watch out for them.

Exposed exhaust pipes are supposed to have some sort of shield around them. Bikes run on different rules. I'd go with a cut out and claim they are just for show.

Sorry for stating the obvious but if you park outside then your exhaust is going to fill up with water unless you angle the top or add one of those hinged plates that lorry use

Just drill a 1/4" hole at the lowest point of each pipe. Drain points are perfectly legal (as long as they are deliberate!)

The exhaust is allowed to leak anyway, as long as its not to noisy or allows fumes into the cabin.
