slightly OT but a bit of a coincidence actually, I went to a fancy dress party on saturday, and a bunch of guys went as "rainbow 6", complete with homemade (fake, obviously) guns, and a homemade "tank" (2x shopping trolleys, covered in cardboard and gaffer-taped together, sprayed with camo patterns). They got stopped by a few police whilst making their way up the high street! (admittedly they were behaving a bit suspiciously, ducking from doorway to doorway, and covering each other!) do homemade tanks count under these laws? yes they do! in fact as they are a completely futile vehicle in terms of future comandeering you may get possession tax, parking tax, 2nd vehicle tax, cost of disposal tax and most likely some sort of NATO scene tax

I'd buy any surplus Challenger 1's I could get my mits on. With the way the army is chewing through the life expectancy of their C 2's in Iraq they'll be banging on the doors of all the collectors begging to buy their old tanks back!
