Is this in a race or rally car ? Really you need a balanced bottom end as well to get full benefit. At very least you need the flywheel balancing after skimming. I'd assume modern cars already have an optimum weighted flywheels so I assume you are tuning something like a Kent, A Series and such classic engine. I had an Imp with lightened flywheel and not very pleasant to drive in traffic as easy to stall etc.
Maybe a trawl of the adverts in magazines might find a specialist firm who would do a good job. Don't limit yourself to just local firms as easy to send by courier anywhere in the UK.

Not at all, 'optimum' depends on the use, and the average use of a modern car, with the average modern car driver (usually with little if any clutch control) will want a nice big heavy lump there to make things nice and smooth. There's plenty of reason to alter it even in a modern car if you're using the car for anything other than what it's designed for.
