I have had 3 1043cc Polos with the Solex 31 Pic(T) 7 carb and would say that the cars can run perfectly with them but its not easy.
Getting the dwell angle correct on the points makes an enormous difference.
The only trouble I ever had with them was the idling/cutting out at junctions nightmare. Is that what you are experiencing?
Incidentally....I also drove later 1043cc Mk 2 Polos with the later carbs and they also had the problem.

many years ago I used to have the stalling at traffic in winter, and after a bit of playing about managed to cure it by playing with the air filter housing. As standard the a filter housing has a warm and cold air intake, and a flap that controls which source of air is used. the flap is controlled by the vacuum in the inlet manifold, so when the trottle is opened and the vacuum is reduced, the engine uses cold air. it as also temperature operated, so if there is sufficient vaccum to operate the flap (idle and low engine speeds) and the engine bay is cold, the engine will use the warm air from the exhaust manifold. so my solution was to disconnect the vacuum from the flap and direct the warm air trunking from the exhaust to where the cold air intake on filter housing should be. thats how I used to run it in winter, and in summer I'd just remove the warm air trunking from the exhaust manifold. and my latest version for winter

Good practical work there but I imagine VW would have tested these things rigorously in all weather conditions so there must be a way the cars can run under factory set up spec.
I had about 10 mechanics look at mine and one eventually found that someone has put an incorrect jet on the carb (there is one you can change just under the air filter) so no matter what else was done to the car it would never idle because the idle jet that was put/air jet which was put in by someone trying to cure the problem actually made it worse.
