if i weld a length of 40x20 box section between my rear turrets and mount my 4 point harness's to it with the proper plates will it pass an m.o.t?

don't use box section, use cold drawn seamless steel tubing and wrap the harness around instead  |

what car is it? have you taken the rear seat out? three or four point belts? could you use the rear seat belt ancourage points?

I think you have to satisfy yourself really. Passing the MOT test depends on the MOT tester yanking the belt to see if there is any give. If it is obviously solidly welded to a bar running through the back of the car then there shouldn't be any problem passing the test.
I just wonder how thick the walls will be on the 40x20 you are planning to use. Also, round tube is more suitable for both the strut brace and the belt anchor.
I'd be interested to know what the problem is with mounting harnesses to the rear seat-belt anchors. I've seen a lot of people doing that over the years.

As kee says use some tube - doesn't need to be CDS unless you're wanting to add a compliant roll cage later and race the car. A piece of scaffold tube will do with some spreader plates welded onto the turrets.
The problem with mounting harnesses to the original seatbelt mounts is they're not in the right place. If you go to the floor mounts (where the seatbelt buckles fit) a lot of the time the angle of the belt will be too steep. Under rapid deceleration (i.e. a crash) they will pull downwards against your body and can cause spinal damage. If you mount them onto the C pillars where the top seatbelt bracket usually is they'll tend to slip off your shoulders.
