From what your saying I'm gathering that it doesn't light at all. If like you say there is a decent voltage at the bulb holder then at least you know that the problem lies between it and earth.
When you place the bulb in the holder is it engaging properly. I'm thinking that if the earth is good and you have a live that the bulb cant be getting a decent contact with the holder. Try pushing the possitive wire from behind and wriggling the bulb if it lights up then the holder itself is the problem
Does the live at the holder come on and off as you would expect for an indicator?

Is the bulb touching the contacts? Are the contacts on the bulb holder clean?

yes the contact is good and very clean. ive even sanded it with fine grit emery cloth to get it even more silky.
and yes there's "flashing" voltage, but no light ....proper head scratcher... pretty amusing too in an "if i don't laugh i'll cry" kinda way

Is the contact definitley touching the bulb though sometimes they get bent flat and don't touch the bulb. Try bending it up slightly with a small screwdriver. Also where are you earthing the multimeter to to check the voltage?

yeah theres no bottom in the holder its just the contact stopping the bulb coming through, ive bent it way further up than it was, the bulb pushes it about 6mm down before locking into position so its touching it like gary glitter touched those kids
multimeter earthing to body

Just had this one round mine and am pleased to say when it left the indicator was working normally.
This is what we did.
Pulled bulb holder out insulator out. pushed earth terminals closer together and cleaned the bulb up. Earthed bulb and touched possitive wire to it. It flashed. Refitted everything and it worked as normal.
Problem was as suspected a bad earth connection in the bulb holder.

Good work!! Its a brave man who lets BL1300 loose on his car electrics, but it sounds like its turned out OK. Just take care when using the cigarette lighter and always wear thick rubber boots when driving from now on.

lmao! well, ive survived so far his electrician skills are clearly better than mine.... i'd assumed those 2 bits up the sides of the bulb were irrelevant and just for holding the bulb. as paul says, a quick clean and we were away also managed to get my new headlight bulbs in woooo
