Right, I'm thinking of putting some 16's on my R100 diesel, and found the ideal tyre, but, the wheel is 7" wide, and is causing a bit of stretch, is it to much tho? The car will be lowered to suit, but what do you think?

What width tyre is that? looks like a 155?
It looks to me like what a lot of people would run without issue, but the official line on it would definitely be that it's well outside the manufacturers recommendations. Personally I'm not a fan of how extreme stretch looks either, but that's completely subjective.

165/40 on a 16x7 by the looks. It'll be fine but the police are slowly waking up to it by the posts starting to appear on forums, bearing in mind that an illegal tyre is worth 3 points on your license, so they want you could be banned just for having dodgy looking tyres.
Oh and get pics up when they're on it's gonna look superb.

That first link you posted TIM must be wrong, R100 came on 5.5 rims with 155 as standard so that table means I couldn't run standard tyres

Yeah, I'm not sure where that first link got the info from, but those are very conservative, and in most case's you couldn't actually get a low-profile tyre to sit 'square' while staying within the sizes, let alone get any stretch.
I'm sure back in my days of frequenting VW forums someone posted up the German TUV guidelines and they were pretty sensible. I'm off on a hunt now.

The manufacturers have the information, as it varies from manufacturer aswell as size.
