Does this wing look like a viable repair, assuming I'd have to pay someone* for the trouble ?

I'd also want the side repeater holes removing too, visibile here
I can get pukka rust free wings from friends in California but shipping is going to be in the $200 region (though they don't have repeaters so that's one less job). While I'm at it this is the one bad spot on the sill, still gives "ting" sound like metal tho;
*not very RR I know but fabricaton just isn't my thing.
