There is now a draft of the revised MOT standards (expected to come into force Jan 2012) available at: www.dft.gov.uk/vosa/publications/consultationsandresearch/consultationpapers/consultationpapers.htmIt mostly affects drivers of newer cars but there are some changes that could affect older stuff as well: * Battery insecure is back as a fail, as well as battery leaking electrolyte * All visible wiring to be inspected for security and damage * Balljoint dust covers damaged to be a fail * Inappropriate repair or modification to any part of vehicle that might affect roadworthiness * Chafing and damage to fuel pipes and hoses to be a fail * Brake fluid warning lamps (where fitted) either illuminated or faulty to fail * Door open warning lights (where fitted) to fail if not working * Deteriorated engine mounts to be a fail * ALL seats (including rear) to be checked for security * Driver's seat adjustment (fore / aft) must work and lock in position - stuck in a single position will fail! * All doors (inc rears) to be checked for opening and closing - rears must open from outside, fronts from inside and outside. * Speedometer clearly not working, glass or dial missing or damaged to the point reading is impaired to be a fail * Speedometer illumination not working to be a fail * Towbar electrics to be checked visually and, if a 13 pin euro socket, tested electrically |

Nothing there seems especially unreasonable.
Probably means I'll be doing a couple of balljoint dust covers on one of mine. Also, I've no idea if the towbar electrics are working on another one, as I've never had to use them...

nothing unreasonable . the speedo one I can see has more than likely come from people trying to get off tickets by saying the speedo don't work or they couldn't see it ect . drivers seat one is a little pointless and will cause a few issues with fixed bucket seated cars and older cars that don't have adjustment .
the inappropriate repair or modification seems a little grey, may stop some of the shoddy stuff though and doesn't say cars can't be modded so not a bad thing really

nothing on there I would leave anyway- all seems pretty sensible (aside from the fixed seat thing in the rally car... but rally cars have always needed a little discretion for some items)

Once again with the doors, says they must open from outside, not that the handle has to be on the outside, just present for test with the windows open.

* Inappropriate repair or modification to any part of vehicle that might affect roadworthiness thats the little one ive been hearing about from my ve . if these all go through then a failure with this rfr which can cover all sorts of issues may well flag up that vehicle for a further inspection by vosa to see if the alterations require biva or not As with all legislation its best to read the actual wording which is.... As long as this statement is included it looks harmless but without it or with the word main included that could be a complete can of worms as one of the definations of Inappropriate is "not conforming with accepted standards of propriety or taste" I imagine that bodykitted saxo owners will be quaking in their boots at that.. ;D |

the best news is the coloured stationery is going too and the new certificates will be laser printed on a4 with the pass certificate on one hals and the advisory notes on the other so all the dodgy traders will have to actually prepare a car for sale rather than scrape through a test and bin the advisories .
the new items will add some time to the test so fees will go up

Agreed that there's nothing much to worry about, although some of it might involve the odd "tidy up" depending on the tester - what exactly constitutes effective support for wiring, especially aftermarket stuff for example?
The main thing is that there seems to be far more scope for tester discretion in there. No bad thing if your tester is a "proper" mechanic who makes informed decisions but could be a problem with the sort who do the course then follow Head Office policy. The "inappropriate repair or modification" one could cause a few headaches - seems like a bit of a Section 69 clause!

* Towbar electrics to be checked visually and, if a 13 pin euro socket, tested electrically Heard this from my MOT tester the other week, and being the way i am 2 things sprung to mind instantly. 1: what about cars with a cover over the tow socket (Disco 3 for example, which is what i was MOT'in at the time) Testers are not allowed to remove an item from the car to inspect anything behind it! 2: what if your towbar is wired correctly for your trailer, but not matching the recommended wiring plan for the socket? Why does it fail then? I don't think there is a law about how your towbar socket MUST be wired (but i could be wrong on that one!) |

If you've replaced some of the ball joints for rose joints, which don't have a rubber boot, that'll be a fail by the sound of it. . .
