Looks like Nick Mann's Minor with a re-spray. It was a fantastic turn out everything from Ferrari GTOs to Austin 1100s!

Nic Manns Minor was registered VBK 473, so if it is it, it's on a new 'plate.
edit: For a while I thought it might be Madminors bodyswapped one, but a check on his thread suggests it's still some way from completion. The DVLA site suggests the one in your pic is running a Rover and the article on The Beardmore's site does show some real similarities. So, after some research, I reckon it is the Mann Minor after all.
edit part two: DVLA also says that the Mann Minor is taxed!
