All Cyclist over the age of 16 should be made to take a test and then either have a cycle license or have there driving license amended for a push bikes as well as vehicles and it should be law they should have insurance, the only reason why they run red lights and ride two / three abreast and are so bolshy in that it's never the cyclist fault is that they are not held responsible for anything in the same way vehicle drivers are and they do what they want and basically screw everyone else.

Being an old fart I did my “cycling proficiency test” about 45 years ago in our school yard but the act of always checking/looking before any manoeuvre became second nature, still is to be honest has been for last 35 years and that’s all car, van , large car towing large caravan related, because you just never know what might sneak up on you !

Err I failed my cycling proficiency test (the teacher didn't like me). There probably should be some requirement for cyclists to have insurance. I'm beginning to agree with Mercdan68 I think this has run its course.
