	For UK owners what do you think Proposed Changes to exemption of vehicles from MOT Email By Stuart Graham Proposed Changes to the exemption of vehicles from MOT and the impact on vehicles having been modified Good afternoon, You may or may not be aware, but the government are proposing that the age for which vehicles of historic interest become exempt from MOT will now be pre 1978 (40 years old) from the 20th May 2018. This proposal is not the whole story however. Vehicles pre 1978 which have been ‘modified’ may now no longer be MOT exempt and may actually require to be inspected to a much higher level as would a new car and lose their period registration number, being allocated a ‘Q’ plate. I have been dealing with this on behalf of our club, contacting various organisations within government and interested bodies as this has a potentially devastating impact on the classic car environment, with the potential to turn many classics into valueless commodities or be left to rot in garages as it will cost too much to bring these vehicles into line with the new regulations. Basically, having spent many hours reading all the links below, I have put forward an argument that the governments proposed legislation for ‘modified classics’ is not fit for purpose. As a starting point there is an on line petition petition.parliament.uk/petitions/201721 which is to try and stop the historic registration numbers being removed. I currently await their reply. I am starting to contact classic car clubs across Scotland to petition all of the above before it’s too late. I urge you to, if you haven’t already, to inform your members of this as it may have an impact on their vehicle, either it’s roadworthiness and or its value. 	Seeing as you asked I think we are all going to get shafted ! As soon as they started offering free tax it was a good indication of where things were heading. Unless someone with enough influence to be taken notice of gets involved I don't really see how the petitions will help. The government were supposed to be consulting with the FBHVC but it seems they didn't represent the whole spectrum of classic car owners very well or were just not listened to. If it was up to me lets all pay road tax and have proper MOT's carried out by people who understand older vehicles. I would rather my 25 year old car wasn't classed as a classic either it's just an older car. If you have modified your cars in some way to bring it's specification closer to that of modern cars surely that is a good thing. The thing that annoys me most is that all these rules have probably been though up by those who have no interest or understanding of cars or the fact that without enthusiasts cars wouldn't have happened in the first place.

	Oh dear. I'm as concerned as the next man about what future changes may come along but if we just stick to what has already been announced then the writer hasnt bothered to educate himself of the facts by reading about the changes carefully, or even just following a thread like the one thats in the relevant section of RR. He is scaremongering using a misinterpretation of a minor change requiring modified cars to have an MOT test to tell everyone that modified cars will loose their registration number. He goes on to say - turn many classics into valueless commodities or be left to rot in garages as it will cost too much to bring these vehicles into line with the new regulations. There are no new regulations regarding loosing the identity of a vehicle, the "8 points rule" has been around for a very long time. Just the kind of damaging mis-information that we don't need.

	It's pretty hard for me to feel sympathy for politicians, but imagining them having to deal with all these emails from angry misinformed classic car enthusiasts almost makes me feel bad for them. Presumably this guy had given his feedback on the proposals when the Government asked for it last year? Although possibly not, seeing as only a handful of people actually bothered, but I'm sure plenty will be typing out angry emails about slamming the barn door shut now that the horse has bolted and crying that they weren't consulted about the changes. There's a huge thread on the proposal here with some actual facts in it. Personally I don't have a problem with it at all.

I think "may" is the operative term here. It implies guesswork or, optimism/pessimism. I 'may' be the greatest lover of all time, but that's unlikely to be true, except in my own little world. Even worse, "may actually" is, if you think about it, an oxymoron. It can't be both.

	AS this has gravitated to the top I can tell you that the 15% power to weight ratio definition of the difference between VHI and non VHI has been officially dropped ( letter from Greg Pope but not the one about 8 points that got everyone at it ). However they STILL haven't decided what will replace it and have said it will be announced by the end of the year .Best be pulling their fingers out then ?!
