Back in the day one could buy a car from a scrap yard, submit it for Vehicle Identity Check and re-register it. A car has been 'scrapped', DVLA informed and Certificate of Destruction or whatever issued. If I buy it back from the scrapyard is it still as simple as VIC and re-register? I'm Googling DVLA site without success at the moment. The last thread I can find was 7 years ago and things have probably moved on since then: retrorides.proboards.com/thread/86146

No such thing as a VIC anymore.
Your only option would be BIVA test to register it as a 'new' car, but that's an expensive option and also a potential minefield, depending on the age of the vehicle.
If it's particularly rare or valuable then go for it, but if you're trying to save a car that's only worth about £1000 on the road its probably not worth the aggravation.

I've heard tell that if you write or call the DVLA explaining, they will reissue a logbook? In 2007 I acquired a clio for parts that had been marked scrapped, but it was in better Nick than what I had so I applied for a logbook for it, it turned up a month or so later with no squabbles.

If a COD has been issued there's no chance of it coming out of the yard in one piece, they can get in all sorts of issues for allowing it - fully built bangers were stopped leaving one yard to go to the oval and they had major hassle as they should never leave the yard again...
If you can buy it just apply for the logbook as normal, enclose a covering letter stating it may wrongly have been declared as scrap and maybe send pictures of the chassis number and engine number.

Someone on the rover 75 forum has done it.
He found the first ever production 75 tourer in a breakers, it had a cod against it but he's bought it and managed to get it re-registered.

COD are reversible as the car should only have a COD raised when it has been destroyed and not before. I bought a Fiat Panda Selecta a couple of years ago and the thing wasn't as described, but I bought it anyway. Fast forward a couple of months and I was still lacking a V5.
I got in touch with the DVLA who said that I was indeed the registered keeper but across the V5 the previous owner had written "scrapped". The DVLA had taken this to mean exactly that. Took a little while, but eventually I got a V5 in my name

It can now be done the simple way...... you apply for the V5 with a cover letter and they will either reissue it, reply asking a few questions or send a bod around to check the car is legit. They won't insist on a BIVA.
