I've had a look in the manual and can't find anything on interiors other than seatbelts and lights. So I'm asking for help from the experienced.
I've got Mazda clocks in the Herald and they're terrible. To get them to fit properly will take a lot of work and effort. Also, the passenger side is heading south due to the weight of the radio, age of materials and enthusiastic driving down bumpy roads.
If I'm going to have to do something, I may as well, do something. I'm thinking of making something completely different which would most likely involve exposed metal. Essentially a tubular cage type system with clocks and switches bolted to panels and those bolted to the "dash" frame. Would this exposed metal be ok for the MOT or, would it need the ineffective 2mm thick foam from the 60's it currently has in order to soften the inevitable demise of occupants in a crash?
My understanding is it'd be fine, if done sensibly. It's not a new car so doesn't need to be all soft and cuddly in there?

Herald dashboards are just moulded hardboard aren't they. Apart from a bit of metal across the bottom to support the steering where the only strength is the wood itself. Probably better being functional than falling apart as that just gives the impression the car isn't looked after. I think it's only really the steering column mounting that would be of interest. What are the rules about heaters and screen de-misting ? If everything is open it's obvious it isn't there if the vents are needed

Nail on the head in your first line of your post. If you can't find any RFR to apply, then neither can a tester. You might get advisory notes added but if you can't find a reason in the 'book', then neither should a tester. Simple.

My 1982 mini had roll cage bars surrounding the windscreen, across the dash, and around the heads of the front seats.
The MOT guy just said I should think about foam covering them tubes because they will give me brain damage if I crash and my head hits one.

This is my dash. As long as the neccesary bits function, which they do, then there was no problems passing mot. Even if you rammed a dead horse across your dash and stuck clocks in it would be ok.

The steering column needs to be secure with minimal play but there is nothing about the structure or security of the dash as long as it doesn't interfere with the steering or other controls.

My beetle baja-subaru conversion had no interior, no steering lock and obviously the subaru engine. Really confused the tester when he came out, he gave me a list of things he wanted to check but couldn't due to the age and other things!
The reason I mention the steering lock is, it would have one due to the age of the car, however I removed it in favour of using the subaru key etc which was then on the dash which also included the alarm - I think he only wanted to make sure for security but I don't know if its a testable feature?
Other things he wanted to test but couldn't were engine related but since its 1969 it was all just a visible inspection
