(and chappettes!)
the brakes have a 67% differentiation, so i assume that means one brakes harder than the other. its a 89 estelle, and i want to know what I'm supposed to do in order to fix it?

Its a serious imbalance between the sides, one is working well, the other not... Was it front or rear that failed, and does the sheet show the effort applied at each wheel? Will probably be a stuck caliper (front) or out of adjustment drums (back) So once you know which one is causing the problem, strip, clean and rebuild as per the haynes comic

To get a standard A40 this low, you'd have to dig a hole to put it in

rear brakes or front? .. if the back could be a worn set of shoes on one side, maybe the spring even. on the front i guess it could be down to the hoses/pipes or a sticky caliper, or just one set of pads more worn for whatever reason

Thow another variable in... brake distribution valve? But I gather that your Estelle has sat unused for a bit? So points more towards adjustment/sticking etc.

load distribution valve works front/rear not left/right.... that would be bleeding dangerous at best!

sorry fellas, its the rear.
i do however have to also do the brake pipes at the front. not the easy and short ones neither...
3 weeks to keep the reduced fee for retest, and not have to worry about the other guff. and I'm going to spend my days off in that period in englund. great.
so if its sticky shoes/spring, i'm going to have a lack of fun. hands up who's removed an estelle drum/hub?
thought not.

Check everything else first but one other thing it could be could be the brake pipe corroded inside restricting the flow. Ive known that cause an MOT fail due to imbalance and I was on ages working out what the problem was. That was on the front brakes on a G reg favorit back in 1998

I once failed on something like 60% difference.... took apart both rear drums, new shoes, cleaned up the drums, greased the pins and stuff. Managed to make the good brake just as bad as the bad one, which is still a pass!

could be a broken brake cylinder in the rear...
or a brake cylinder that has been changed but spilled some fluid on the shoes..

It does go some way to explaining how my old VW Camper managed to scrape through some of it's past MOTs.
