I'd start with OO. Loads about and cheap. N can be a bit small and fiddly for kids, O is large and expensive, guage 1 is massive!
The other option is the Narrow guage. 009 is 00 scale on N track and 16.5 is O scale on OO track. These are a nice medium but harder to find.
