i have a set of "vega's" off a chevette hs to go on my kadett, but they are just bare aly, with a slight surface corrosion. they originally have a polished lip, and have the spokes painted. here is my question... Do i polish the lip first, then paint the centre? or do i paint the centre then polish the lip? thanks

I've always done it the other way....polish, mask, cut the mask to a sharp edge, paint. There's really no right or wrong way to do it, just a matter of preference. I guess just having polished lips is easier, I've always had polished faces and spokes to deal with too, painting just the inserts. Removing the paint from this style of wheel is a lot harder than polish then paint.
