We picked up a Passat 1.9tdi 130 yesterday, on test drive it was all fine, drove great etc. Unfortunately where we got it from there were no hills and we live at the bottom of one. The first time we tried to drive up it the car went in to limp mode, this resets to normal when the engine is turned off. I have done a bit of research and also dug out a VAG cable I got ages ago but could not get to work. I managed to this time, it is only a lite version of the software, it's given a fault code which reinforces info I have found on the web. I am sure the previous owner was aware of the the fault, can full diagnostics be used to find out when the fault first occurred or when diagnostics was previously done?

Yes.... Well sort of, EOBD can log distance since DTC activation, also number of warm ups since. Also when the last time the DTCs were cleared. Whether your car does or the tools you are using can.... I wouldn't know.
Knowing what has caused the fault (and what the fault is) should suggest how long it's been there.

If your scanner does freeze frame it will tell you when the dtc was triggered, what triggered it and when.

My scanner is not up to much, but I don't mind taking it somewhere and paying if it means I can prove that they were aware the fault was there when I picked the car up. Also we have noticed the engine management light does not come on when limp mode starts, we suspect it may have been tampered with.

What year is it? Because if it's pre-2000 it probably won't have the MIL enabled even though it's actually present in the instrument cluster. It wasn't a legal requirement in Europe until then. If it's later and it is enabled it should do a lamp check for a couple of seconds when you turn on the ignition.
Not all fault codes necessarily turn the MIL on. The MIL light comes on if there's a fault that will cause an increase in emissions. Limphome is usually only triggered by safety related faults. Some faults will do both.

Take it you bought from a trader then? I thought at first you meant you wanted to know when the fault was triggered as you drive along. As explained, that's doable with some readers but if you want to check an error log on the car then it may be too old in the sense that the computer will have limited diagnostics and no memory built in for longer term storage of codes and timestamps.

No. They'll simply have cleared down the memory and its not recoverable on a VAG. Blame all the sensors they chuck on them that constantly error, but the first thing any mechanic does now is print off the error codes, clear it down and then test drive it to see what new errors register.
The other reason they do this is to avoid chasing phantom errors, my golf was giving me problems with the sensors but the fan sometimes gave an error probably due to age, it worked fine. So you'd stack up errors (of the type you don't see on the dash) and a car in 4 years may log 20+ of these. Mechanics don't want to wade through it all. In all honestly if it's VAG and limp mode related the odds are the PO flogged it because it's ball breakingly expensive to cure any remotely modern VAG (edit: VAG sensor/limp mode problems, the mechanicals are still good!), even VW struggled with some issues on mine.

If you bought it from someone in the trade you may have some come back, but as far as I know they can have up to three times to repair it before you reject it. If it was a private sale it will be next to impossible to reject the car.
But if it was purchased from someone in the trade you MUST get them to do the repairs and not let another garage near it as you won't have a leg to stand on if you want to reject it. But I can't see any harm getting codes read elsewhere first.
