Is it weird that I'm getting high 30's at last count out of a carlton estate with a industrial as fook vauxhall 2.0 8v? I don't drive slow... But I do stick to the speedlimit I had a Calibra with this engine and I must say it was always amazing me with how little fuel it was using. As for the golf in question I think it's not worth it getting such a small engine. Mine's a cabby (heavy!) with a 1.6 and a weber and I'm normally getting high 30's and can get over 40 depending on how boring my driving is. Get a 1.6 and at least it will have some power.

27mpg in a 1.8 Passat? I've got a 'beater' B4 estate with the 1.8 SPi engine (90hp) and that averages at LEAST 5mpg more than you're getting, and it's got 190,000 on the clock! Likewise, i have a Mk3 golf gti 2.0 16v (ABF engine), and the LOWEST mpg it ever gave me was 28mpg, and although it's a 2.0, it was averaging 33mpg, even had it upto 50mpg tootling around - you've either got a lead foot, or something is wrong with the engine!
Also - the 4-speed box won't help you - if you ever want to cruise on a motorway, you'll want a 5-speed box...

I never found the 4 speed an issue at speed at all. Mine was quite a long box for a 4 speed. It did mean there was a bit of a big gap between the gears if you were in a hurry, but it was pretty good for economy. Like I say, 45mpg all day long, I always used to allow 10 litres per 100 miles, and it never let me down on that, I've got a reasonably smooth driving style, but I'd still get 45mpg over steep twisty back roads.

23 mpg - 94pug 405tdiesel
My Dad had one and NEVER got less than 45 Mpg. Usually 50+ !
A 4 speed will do your head in if you go anywhere near a motorway or dual carriageway as well...
