i live in a privately rented house.
i got a council planning enforcement officer person round today asking my wife what are we doing with all these cars on my drive asking if i was running a business etc what can you do on a private garden with gates and hedge in front of the house obviously been dropped in it by a neighbour can i tell him to p1$$ off or what?
he also said it was untidy and i should clean it up!!!
mx5 on drive, mini under cover on drive, bike on drive under cover, trailer on drive etc lol 3 cars on road all taxed and tested 2 x family cars 1 for commuting.
he wants me to call him to discuss this and he took pictures of my garden etc also said he will be writing to me for further information
what do you think i do not actually run a business from home for clarification and work full time in a plumbers merchants 8 - 5 just have sat aft and sunday off cheers

This has been covered before, me thinks! On the one hand, theoretically, you should be entitled to do what you want, however, and I say this as a very personal point of view, Ive just had my neighbours move from next door and I'm glad to see the back of him! He was "restoring" a Mini, in his garage and on his part of the driveway. I had paint fumes seep from his garage into mine ( not nice) all his wibblepoo ended up on my side of the drive, always finding bags, boxes, blue towell and the like, sheets of metal and exhausts laying against his wall and, generally he made it all look like a complete curse word hole! I say all this as somebody who has two cars, one a "Retro" which i am working on........ My rule is "Does the front of your house look a f******g eyesore?" What you consider to be perfectly ok may not be perfectly ok with your neighbours who, possibly, have spent good money buying their homes, feel that they live in a nice area and suddenly, wake up one morning to see ( in their eyes ) a traveller has moved in next door. The motto is always "live and let live" but it should also be "Give due consideration to the people around you who may not share your enthusiasm for motorised vehicles!" Have you taken parking spaces on the road that used to be used by your neighbours/visitors? Do you REALLY need ALL those cars? Just a personal view from somebody who has been on the other side of this and got VERY close to chinning somebody!

i'd be interested to hear about this as well. i got a letter from the planning dept last year saying they had been notified that I was running a car repair business from the premises.
i called them and explained it was only 1 car - basic maintenance...we laughed it off and I have had no hassle since.
get a few curse word looks when I'm beavering away. just try to keep things tidy and make sure i keep noise to sensible hours, etc, etc....

you must not carry out car repairs in the street, or in your front garden. (any work must be carried out out of view of the street) i know this because i too had a council visit accusing me of running a repair / scrap business from my house, even though i had only one car and a tidy front garden. I found out that an elderly man who lives (not for too long hopefully ) next door was constantly ringing the council complaining about me, and my garden. In the last few years (since a refused to cut my hedge - the old farters real problem) ive been reported to the local council on about 14 occasions, usually for car related things, and 'vermin and food scraps' in the rear garden. Each time a council official visits, confirms the accusation is nonsense and then leaves. As do the police, each of the 4 times they have visited after unfounded accusations about the legality of my cars have been made by the old lag. but, i only have one car at home, i do not have a car in my front garden, or carry out repairs in view of the street. beware of elderly or retired neighbours - they sit at home watching everyone else enjoying their youthful lives, they grow sour and twisted, then they start to ring around moaning about their prey. A solicitors letter, and the police threat to give him an ASBO for his trespass and criminal damage, seems to have worked for me. but it wont really be over until the breathing stops

I had this threat by my next door neighbour who is a state scrounger, daughter with 2 "fatherless children" etc. etc. (I fXXking hate him) He was going to complain that I was carrying out repairs including welding to my petrol car which he then pointed to. The "petrol" car was a Montego Turbo Diesel which I had never touched with a welder so that shut him up for a while. I had in fact been welding my Morris Minor. He obviously has a problem with his eyesight also. He even wrote to the local Police Inspector about my boys playing football in the street which is a quiet cul-de-sac. I told my boss (who was the Inspector) to tell him to fxxk right off and keep his nose out of my business. We just moved my sons old car off the drive today which has been there for some time. Underneath and down by the side were numerous discarded tab ends which is strange as no-one in my family smokes. Why can`t scum like these keep their noses out of other hard working peoples business. (I enjoyed that rant)

Knowing how inept some councils are, is there a chance they think the house is their property? That's probably quite likely if the house was once council owned and then bought by a private landlord. What made me think of that was your comment . To be honest that's non of his business, and he shouldn't be voicing his personal opinion if the house isn't council owned.
I have no specific knowledge of this, but there will be a variety of regulations governing what you can do on domestic premises - and they'll be very different to those covering business premises. The domestic ones will be limited to basic environmental things such as noise / pests / storage of chemicals etc.
Councils generally have a greater interest in whether or not you are running a business but not paying tax on your profit. They have their own rules governing what they think is a business - selling more than 12 cars per year etc.
It's worth discussing it anonymously with your local council planning dept or citizens advice bureau. Good look though...

unfortunately we now live in an age and country of wingers the best thing you can do is to just give as little reason for them to moan as pos by keeping the number of cars at the property to a minimum and keeping the garden as tidy as possible sadly as you are in rented accommodation it puts you on dodgy ground as the council can put pressure on your land load over it. you will probably find the main reason for the complaint is down to the fact you have a few cars on the road and somebody has laid claim to one of the spaces your your car are using regardless of weather they have a car to put in it or not that sadly is how petty most people are here now days .

We'd been on our house about 6 months when I got the council inspector around for "running unlicensed car repair business" or whatever. Luckily he arrived a week after the remains of one of the Porsche 924 had been taken by the scrap man leaving only one complete and presentable(ish) 924 and two normal family cars, all parked on our property. He looked around briefly, realised the old giffer who reported me is an and then we chatted about the charity drive to Rome I bought the 924 for. Nice bloke. It annoyed me as I cut the car up quickly over 2 hours on a Saturday 10-12, and as soon as I was done wrapped a car cover over the lot so it just looked like a car under a cover, like you see on most drives in the winter. The old giffer and his pig faced wife had their house for sale about a year later and even though they wanted well over the asking price I was tempted to organise a whip around in the street as no one likes them. They've even told one set of parents they hoped their children were run over after they were caught playing in the street (cul-de-sac). Also reported another neighbour to the police for reckless driving in the close. It's about 5 cars long, you couldn't drive wrecklessly if you wanted to. High point was when another neighbour accidentally spilt paint on their shared fence when unloading from car (90% on their drive, 10% on the fence), they went absolutely ape sh1t, shouting about criminal vandalism etc etc.

Well theres a whole lot of grey areas and you can get an enforcement notice (maybe even an ASBO these days) preventing you from working on cars at home.
As Autofive points out some of this will be local bye laws rather than national laws so its locality specific.
You may also find that the deeds of covenant on your house prevent you doing certain activities (a lawyer I worked with was looking into his because it prevented him from parking more than one car on the drive or owning a caravan). These are more common on modern "executive development" type places than older houses, but always check.
Rented houses may have stuff in the rental agreement.
Now some people who work on cars at home, well, I'm glad they are not my neighbours. I know a chap who used to delight in curse word his neighbours off by doing stuff like firing up a big block chevy with open headers in his back garden at 1 am, or others who liked doing burnouts in front of the old guy whop complains house. Funny until there's a copper there and you get done for "without due care"
The more you don't curse word people off the more you can get away with. As soon as you are on the radar of the local authorities and complaining neighbours then you are in for pain. A chap I knew had orders on him so he couldn't even use an aerosol... Seriously.
I try keep on the good side of neighbours (as said the retried ones with nothing to do all day but curtain-twitch are the worst) and not make a mess or too much smell or refuse or noise outside of "reasonable" hours.
All of which is fair enough. I get narked at other people's loud music or whatever, they don't want to be hearing my angle grinder etc.
Fair play should be reciprocated.

We had a bloke changing an engine on the road outside our house. Resulting in 2 cars being on axle stands for 2 months. Nobody complained but the whole road was starting to get peeded off. Mainly because the kids all play outside and it wasn't safe. I work on my cars on the road and no one seems to mind but I always make sure that the car is back in 1 peice at the end of each day, and if neighbours are having problems with there cars I help if I can. It does seem to help. The only time they where annoyed was when someone knocked a perished fuel line on the car and it tipped a full tank on the road. The neighbours where not the only ones annoyed

To echo what Alistair said - there are laws/bylaws and inlaws regarding it all, but all these are irrelevant until someone gets sufficiently ticked off to report you. Some people are just plain arseholes, but even with those, the key is to keep as friendly with the neighbours as you can - Keep things to sociable hours, keep it as tidy as possible and be reasonable with parking (Filling the drive up with projects and then having to take up those spaces on the road, especially if it is "congested" anyway isn't good game!) At home all the neighbours are quite reasonable, and most of the noise comes from the bloke with the t25 and Karmann Ghia down the road. My dads house was the same (small cul-de-sac with my 106 on axle stands for days at a time when I swapped engines) the only complaint I got is when I got the ignition coil wet and it backfired when trying to get it started and the family over the way were trying to get the kids to sleep) but I was very apologetic and fixed their son's pushbike a couple of times, so they were happy. There is a fine line between someone being mildly annoyed by noise you are making getting a job done, and them just getting angry and getting it into their head that you are the noise devil sent to ruin their life. The balance can generally be swayed by just being friendly to start with, talking to them in person and perhaps a little compromise. We are restoring a t25 on my mates drive, in a little cul-de-sac. Big old rusty t25, 5 different colours and whole weekends spent grinding and nobody has complained yet, because we try and be friendly. The next door neighbour works nights so we made sure to tell him, (and everyone else) to just let us know if we are curse word them off and we'll happily pack it in / move onto a quieter job - Catch it before it becomes a problem

That is basically what they said to me as well. One thing is they WILL BE BACK to check you have tidied up so make sure they can see a difference. I ended up renting a council lock-up to store "untidy" items. Paul H

I went through the whole angry neighbour/borderline business use/council involvement thing exactly 10 years ago this month. The solution is easy.... Rent a unit, go self employed and live that dream!
ps, cutting a hillman imp up in the street doesn't go down well with the curtain twitchers. lmao.
