I'd says beetle or Imp both cars are listed by Adrian Flux as being the cheapest cars for 17 yo to insure in some newsletter statistics thing I saw. The beetle has and awesome scene behind it, and you cant get much cooler than an Imp Thats interesting ;D

grunty if ure interested in a beetle i know of one 69 bug in cadburyish purple with chrome rims on it for 300 quid,isnt a total shed either,can find out more for u and collect pictures?

Citroen Ax? cheap to run, insure, buy, and the mk1 can be had on an E plate which should be retro enough. Very light steering as well. Massive parts bin for them as well(Saxo 106 )

all the suggestions are right, and a Seat Marbella can be added to that list.
I'd also like to do the wrong thing and point out an Estelle won't be a good option - nearly all of them are group 5, no matter the engine.
gotta be under 1L to get group 2, and group 1 is reserved for especially minute cars

Insurance group numbers don't mean much tbh... I pay 850 a year on my 1.4 16v Rover 200... Ive had quotes for sub 999cc Kei cars and the like for much more.

Citroen ax's are a great car. Light/nippy cheap to run. A 954cc elation would be a great 1st car.

IIRC they only actually got rolled because they were the first off-road motors to be bought by Yuppie women in the late-80's (that's where the original "I find the four-wheel drive absolutely imperative when I park on the kerb outside Waitrose" comment came from). They then expected them to corner like hubby's Porsche. A (matching orange?) SJ would be great for Katy, she's no stranger to off-roading, I'm sure she'd love it.

DON'T buy a first car based on engine size or insurance group. They are worthless at working out what your premiums are going to be, it's even worse when we're talking about new drivers. I work with someone who has a MK4 1.4 Golf and is paying twice what I'm paying for my modified 205 XS (brilliant first cars by the way... and mine is for sale ), that's with the same company. If I remember correctly the Golf is in 4/5 groups lower than my XS, and yet me pays so much more for his first year of insurance than I do. I think it's got far more to do with statistics of the demographic of people who are most likely to stack them. Plenty of 17 year olds drive and crash MK4 Golfs, but very few drive and crash 205 XSes, so I'm less of a risk (despite having a far quicker car ) The cheapest way for her to get insured full stop is on a classic through an owner's club insurance scheme. I've heard Morris Minors are the cheapest. I've heard that a 17 year old got insured on a Minor for £300. Even better, I've heard of 17/18 year olds getting insured on GT6s and Spitfires for figures like £800. £800 to insure a Great British roadster when a saxo would cost twice that? Bargain.

sj's are expensive insurance wise... id reccomend an early 106... my sister has a 1.1 graduate for her first car... insurance is cheap , excellent to drive (coming from me and I hate french hatchbacks!!) and its reliable... shes been all over the place in it in the last few months... hers is only a 4 speed but 15quid to get to sonnesphere festival the otherweek and back (were are on the south coast the festival is up northamptonshire way) either that or a polo... but only as theres jolly pain in the backside all to go wrong. realy well made for what it is... theres loads of options on what car still out there... mines a 1.0 5 speed and sips fuel and plods along at 80 without a problem! and theres room for improovement easily and cheaply as everythings pretty much plug n play with anything up to the mk3 engines.. i wouldnt! reccomend a bug... and thats coming from owning 3 of em personally and looking after my dads for him still..and owning 2 fastys and a bay lol. they are great fun when they work . but expensive now to keep on the road PROPERLY you can still get cheapo bits but youll find yourself replacing them everyyear... wheel bearings and wheel cyls for example.. also youll find that there are alot of bodged ones out there that look great... the heater channels rot from the inside out, and the heaters are pitifull even when they are working right steering isnt too clever when your on the mway .. i know people drive em everyday.. i used to for one but i wouldnt reccomend it to a first timer... they are probably the worst car ever for getting stuck in truck ruts and catching sidewinds on bridges and things!! oh and gettin pulled about by trucks passing... this lot is even worse if its lowered!!

SJ's roll on 'avoidance manouevres' - namely someone pulling out on you. It was remedied - but the early Sj's are not the most stable of things. I vote - first series SUZUKI ALTO - great little boxy things - engines buzz along forever and they actually drive really well. Once the first years insurance is sorted - instant uberwin with Swift GTI engine install

Another idea now u mention Power Steering! I had one for a while when i was 18, at the time Suprisingly cheap insurance! Solid car! Lots of toys for it's age (1988) PAS, leccy etc. 1490cc so cheap tax (just about) and didnt hang about either if u gave it some.... i give you the.... MAZDA 323... exept mine was blue!

I didn't give classic car owners clubs a thought! I did think of one of them little hillman things, you know, the ones with the engine in the wrong place, don't know where that thought came from got one in the shed too

A Nissan PAO? Classic insurance (OK, I'm a lot older but mine was only £120), Micra K10 under the skin so bits are cheap and reliable, most are autos, power steering, aircon, practical (4 seats and hatch), 50+mpg if you get a manual gearbox, a lot cheaper than an equivalent Figaro. And girls love them.
Or a Toyota WiLL or Nissan Cube if you prefer something more modern.
