It's registered as a Swiss bank now isn't it? outside of the EU and with no moral obligations to get in the way of profit...
If he's trustworthy then fine, but the fact that you even asked is a pretty good indication that you aren't happy with it either...

I don't think its even registered as a bank. Thats why some EU countries don't use it, becuase its illegal there for anyone who's not a bank to process payments and hold ballances of money. This "not a bank" thing is why they are excempt from the usual financial regulation

I did accept over £1k from a german buyer for one of my cars, in two parts. Half up front, and half on collection and it went ok. He didn't want to have to draw large ammounts of sterling in germany and carry it in his luggage.
But I did shift it out quickly for each half. Fees were a curse word, but it is my own fault for not checking what they were before agreeing.

run like the wind, for 2 main reasons, 1. the fees obviously, 2. too easy to get scammed. you may as well just lube yourself up and bend over. trust me ive had lots of issues with fraud and paypal as a seller and this one sounds like it has scammy potential.
its not for you to take the risk if he wants to pay to off over time, thats his problem let him deal with it.

there was a chap on the FSOC got done over like this, Sold a car on ebay, Chap Paypaled him (because he's not aloud to say he wont take paypal). All seemed ok, Guy collected the car. Week later, Guy opens a dispute for whatever reason. Guy gets his money back, (£800 IIRC) seller loses out, loses money and car. Police wont get involved. So he visits scammer, gets met with the business end of a sorn off shotgun so walks away while he still could! Worse of all he'd already drawn the money out, spent it, Paypal cleared him out. I don't sell a fraction of what I used to on ebay now because of this paypal rule! Paypal is dodgy has hell full stop if u're a seller! Great if u're a scammer!
