Reliant Rebel. 50+mpg, RWD GR8 4 DRIFTIN if you can get the 30bhp to break traction, fibreglass bodyshell so it's just the simple chassis you need to watch.
Mk2 Polo or Jetta might be around for your £500, look for the Formula E 5th gear

Whether it's retro or not is debatable, but my '95 Pinquecento Sporting gets 40mpg and I thrash the curse word out of it! With a lighter right foot, you could probably get a lot more! Easily get one for under £500, but they are an acquired taste to say the least and you have to be comfortable with your sexuality to drive one!

A Calibra also shouldn't be discounted either. Can be very good on fuel due to aerodynamics and they are at last falling out of popularity with the da boi raycer posse.

I used to get 50+ on a run and around 40 round town from my old Mk3 1.4 Astra.... It was boring though, and only borderline retro, if at all!

I worked out my average over the last 400 miles in my 2.9 24v Cortina, its just suprised me as it worked out at 31mpg, thats better than a standard 2 litre one!! Thats a load of mixed driving round town and 160 odd mile trip to santa pod and back, i was in the fast lane all the way back as well, I'm well chuffed with it, i think it helps that i can get it into 5th gear at 40mph and it will still go up hills without labouring, the vacuum gauge i fitted the other day stays in the "idle" part of the dial most of the time on a light throttle which is all it needs on most roads, can only get better when i get my higher geared axle in it too. don't underestimate the benefits of a big engine thats really efficient and in a relatively light car, as i can do 0-60 in under 7 seconds as well if i do happen to want to burn up some juice.

I was also going to say Scirocco. My injection model used to get 35-36mpg with a mixture of 'brisk' town driving to work, and longer runs at the weekend so i'd guess you could scrape 40mpg driving it a little more sympathetically. £500 will buy you a nice solid one with a years ticket, I sold my 13 month mot'ed Storm for £425..... ones with shorter test and needing some TLC have been seen for double-digit figures on ebay and a weekends work would get it pretty.

depends on how old you wanna go. I you like 'em, and I'm only reccomending from my experience, little datsuns are good. Cheap tax (£110 a year or thereabouts), cheap insurance and my Cherry runs a good 48mpg doing 65 on the m-way and about 38 about the town. And I thrash the bejesus out of it. Thats a 1ltr example, the 1.2's and 1.3's you can probably take 5-ish Mpg off those figures, so pretty economical. Also, not expensive to buy. FWD cherry....early 80's?.....£400ish? 21hrs to go on eGay

Debatable on its retro status, but I had a Metro gta (carb'd k series I think) and that'd do 50 on a run, quick and chuckable as well (especially if the hydrogas is a bit sha99ed!!) and cheap road tax! Bit of a marmite car though! But a quick look at Slaters might change your mind!!!

second the crx. you can get a good one for £500 if you hunt around. the engines are solid as, only the rear arches and sills which cause problems and they can be replaced.
