Regarding your worry about over fuelling with a closed throttle
When in a air flow condition you will have a pressure differential in the system - The higher the air flow the higher the pressure differential in the float chamber. When you close the throttle you have a no flow condition and there will be no pressure differential as the pressure will be equalised throughout the system.
