I have some steel wheels for my rover 100, they are what i want,but they stick out a little too much, there is clearance on the inside for th wheel to go in, but it means modifying the wheel. Now the center is welded in on 8 spots, i could drill these out to maybe 5/8" then give them to someone i know with a laythe and get them set up and welded where i want them the be. Its around 15mm wheel going in. Is there any reason why i cant do this? As in the center part maybe more stressed or something i will miss before i get into this project. Here is some pics thanks

You don’t need a lathe, just spun by hand on the car with a pointer and tapped into alignment before welding is fine. You can even tack weld em together with tyres still fitted to check clearances.
The method you say for separating is how I’ve done it too, only issue is you’re left with fairly large holes to fill as you have to drill straight through both skins to separate. Bear in mind you’ll have to cut a good bit bigger than the visible weld for them to separate, one set I had to do 1” holes. I’ve used washers to fill in the cut hole in the past.

There was a guide somewhere on here years ago on how to split this style of welded steel wheel to change the offset. I've done a few sets of steels with a line of weld rather than a puddle of weld holding them together. To re-align I've made basic jigs to hold a spare hub assembly in a vice and used a dti to true them myself

oh right, thats fantastic, ill sacrifice one wheel then at some point and see what happens!
is there any legal issue if it ever came to it? I'm sure it wont, i am a welder etc.

No legal issue. The hardest bit is trying to get into your head how out of whack steel wheels are when they're made. I'm pretty sure it'd be impossible to make them worse.
