Engine – alternative cubic capacities of the same basic engine and alternative original equipment engines are not considered a substantial change. If the number of cylinders in an engine is different from the original, it is likely to be, but not necessarily, the case that the current engine is not alternative original equipment.
So a Series 3 Land Rover can have a Rover V8 fitted without it being a substantial change, because you could buy a V8 Land Rover back in the day?

That seems to be the way most people interpret it everything from 7 litre vintage Bentleys in 4 litre chassis to MGBv8's and TR7V8's, though the whole thing is very loose, there is also a clause which says you can fit anything if it improves emissions which would indicate anything with a catalyst goes as well.

Don't know about that but on that basis my Chrysler powered Humber should get a pass as they built six prototypes... I'm guessing not though.

The Series 3 was available with the V8 in both domestic and export markets. Very rare in the UK though.

There's also a thing about enforcability in all this. Not that I advocate tax fraud, but who do they envisage policing all of these modifications? The one workforce who might stand a chance of identifying these modifications (MoT testers) are now no longer seeing these cars yearly.
The police quite rightly have more important things to be doing. Insurance folk (including those who come and investigate after a claim) deal mainly in moderns and tend not to have much expertise with classic stuff.
It's lucky that they've made the guidelines a bit wooly as they'd have a devil of a time catching anyone if they weren't!

That's the idea. It's down to you to interpret and declare. It's not tax fraud, it only effects the MOT, hence why they don't care. They don't really even care about MOTs on normal cars. What really matters (legally and otherwise) is if your car is road worthy or not.

I seem to remember reading a bit about a period conversion, so if you had a vehicle that was often converted to a readily available engine they would accept it I suspect it would be best backed up with a letter from the owners club? Landrovers in the 90's had mazda diesels far better vehicle. My Range rover had a Daihatsu diesel which was a common conversion

Vehicles of Historical Interest (VHI): Substantial Change Guidance states this:- Changes that are made to preserve a vehicle, which in all cases must be when original type parts are no longer reasonably available. So I guess you have to ask yourself if the original parts for your original engine are no longer "reasonably available" or whatever that is supposed to mean.
