Hi guys hopefully this is allowed as the cars I’m looking at are almost 20 years old. I’m looking at getting a cheap runaround that needs to be Birmingham ULEZ compliant and sub 2k, I’ve seen a 2004 Rover streetwise 1.4 petrol, that tickles my pickle so to speak but the only thing is it’s a euro 3 on emissions according to every where I look online, meaning it’s not compliant (petrol needs to be euro4 or higher) but when I plug the number plate into the .gov website it lists as complaint/ exempt? Anybody have a clue if it is exempt or not or spread some wisdom on the matter as I’d quite like to get it. Thanks Josh

My E46 M3 is the same. Its a Euro 3 car but is compliant. I understand other folks have taken their M3s into Brum and not had a problem.
There is no hard or fast rule however. My friend's Alpina E39 B10 3.3 is not exempt. This is despite his car being the same
-Year -Month -Engine capacity(ish)
As mine.
Maybe it's because the engines became Euro 4 compliant later on, but they were already complaint with Euro 4 when they were released, despite Euro 4 not being required at the time?
The Alpina B10 stopped production in 2004 I think (maybe 03 as my friend's is one of the last Tourings made), and came with the US based S52 engine (breathed on and larger capacity M50/M52 basically). That engine was getting on a bit even then by what BMW were using at the time (M54, S54, M47 and M57 along with the N4x engines in 4 pot form).
My M3 came with the S54, which is a very different engine and lasted quite a way in the mid 00s, in later E46 M3s, in addition to the Z4M, which I believe was around until 2007.
I think for a similar reason, my now sold ST220 is also exempt. They were made until 2006, with some still being registered in 2007.
Euro 4 came into place in 2005, which would support the above if it's a valid argument.

So I contacted BrumBreathes the official website for the Birmingham ulez and got contradicting information, I’ve emailed them and was told that even though it’s euro 3 it’s exempt. I also called them and was told it’s showing as exempt but you will be charged as it’s on an old tax class/ code so it’s a fault on the website. Don’t know which one to believe and don’t really want to have the hassle of buying the car using it for 2 weeks then get a load of fines through the post and having to sell it. Typical council couldn’t organise a p*** up in a brewery.

I'll ask about in the M3 circles to see if folks are ok.
I think if no one is, it's best to leave it to lie, and not have someone 'correct' the issue on the council/DVLA side.
As I said, I suspect it's to do with the engines potentially being EU4 ready.
EDIT : Just checked the M3.
It's EU 4 compliant from the CO and NC side, despite the limits of the time being far higher. EU 3 was over double the allowance of CO in comparison to EU 3. The THC is a funny one, as the V5 has the HC no. but not the THC no, although both code be referring to the same thing ; Hydrocarbons.

Right, I've asked and a few have come back.
3 guys are taking in their M3s, from an 02 to an 04 plate.
Apparently -Originally they were exempt. -They then changed their mind. -They then went back to the original decision.

Thanks for asking mate, it’s crazy they can change there mind about things like this. Sadly the streetwise is Euro 3 so I’m not gonna risk it, the search continues.

Similar debate on the Boxa.net site re that there Lundun LEZ, as some 986 appear compliant and some not. Apparently some log books had the emissions information on and others not so those without get pinged. Possibly something like that on the Rover?
It still gauls me that when Evil Dr. Khan expands the London U/LEZ zone ot the M25 I'll have to pay when i visit my 90 year old mum if i take my 2012 Galaxy 'cos its diesel but my 3.2 litre '04 Boxster is exempt.

Yeah the guy on the phone mentioned about checking the emissions and it’s in the wrong tax class so it’s showing exempt when it should be charged. Think I’m going to look for a cheap post 2006 fiat panda as a cheap way around it seems the best bang for my buck sub 2k

To be fair -When governments put on untenable emissions targets for cities -Simultaneously cut funding for to remove emmissions Zones and don’t invest in better alternative means but white elephants (I dunno, let’s say HS2?) So Mayors have no choice but to charge/change the emissions areas, for which they are then blamed on despite having no other viable alternative on the table Andy Burnham summarised this very well a couple of months ago. It’s worth w watch.

There was a big note saying lpg doesn't make a difference if it's exempt or not so I have no idea! Not going to argue though

I think it’s because the engine carried over to become a Euro 4 spec, so the car was Euro 4 ready. I think having the emissions data in the logbook goes a long way.
