so as in another post I got a 98 bmw cheap as chips, plentiful parts brakes suspension etc. etc. so if I chop the body of the floor leaving the floor and bulkhead along with running gear and put a retro steel body on top weld the two together is it able to pass the IVA/BIVA or whatever the hell they are calling it now

It's here. Have a read. It's still the IVA. it's not changed.

thats annoying i had hoped i could simplify it by removing the airbags air con ect obviously the electric windows would be redundant as well fit the bodyshell and register
the early nineties bmws i don't think have a lot of this later electrickery but prices are on the rise and to much to get one to chop up

The rules aren't particularly bad but don't always make the most sense. In short, as above, 100% doable, as long as you meet the requirements and your welds don't look like they've been done by a blindfolded monkey

missed this well thats good news at least... my welding is not bad ime now doing it to earn a crust so 8 hours a day monday to friday instead of as and when i have something to weld
