I thought that. But I have friends who run single circuit m/c’s with front discs and have no issues. They are different. Drum brakes have pressure valves IIRC in them, so you need a disc brake master to work with it. Otherwise, they will just keep binding on. I’ve got a dual circuit m/c I’ll try this week.

It’s not even just a dual circuit master will cure the problem though. It’s has to be a dual circuit master specifically for a disc/drum setup. Beetle dual circuit ones can be either disc/drum or drum/drum, and are externally identical.
The residual pressure values in a master cylinder will be about 10psi for drums (to counteract the big return springs) but only about 2psi in a disc setup, as there are no return springs. You have to KNOW the master cylinder is the right one, as you can upgrade them but not downgrade them.
As everyone else has said, this is by far and away the most likely cause of your issues.

The dual circuit one I have is for later beetles 68 on which were disc fronts as standard I believe.

The calliper in the pic, plainly shows "EMPI" cast into it, Personally, I think this would indicate EMPI have this calliper made to their spec, and probably unlikely to be available elsewhere.
