Assuming the 1.6 cvh is the XR2i engine in a lesser model?
I wouldn't be surprised if the heater matrix is busted and they rerouted the pipe back on itself to bypass it, common issue.
I changed mine once, surprisingly easy to unbolt a mk3 dash if i remember correctly (It was nearly 20 years ago mind you.....)
Idle might be adjustable but i can't remember how the throttle cable is on a fiesta it's been that long since i opened the engine bay!!

Firstly, what carb have you got?
Oil on start up could be valve stem oil seals. Sykes Pickavant and others used to sell a tool that allowed you to change them without taking the head off. You'd find one on eBay.
First step with the heater is find the hoses going to it and seeing if they are a) connected b) getting hot.

Yeah these engines are renowned for valve stem oil seals, check your breather pipes which could be the idle issue, having said that ive got an mfi cvh and that always idles high too, i just live with it
Heaters from memory aren’t particularly difficult on these, as already said, matrixes are around the £30 mark

Sounds like the heater matrix has been bypassed.
Lower compression could be a head gasket issue but the crud in the breather could just be from short journeys. If it's on the road a good run may well clear that.

If it's on the road a good run may well clear that. How would i reconnect the heater? Somewhere on the bulkhead there will be two connectors sticking out with nothing connected to them. If you reconnect them at the moment, chances are all your coolant will end up in your footwells. |

So you've got the hoses to and from the engine joined together and the inlet and outlet for the matrix joined too?

It's been 20 years since I last had something with a FWD CVH in it. From memory, there's a diaphragm somewhere on the back of that carb that splits and lets fuel dribble out which could be your fuel smell.
I can't really see the hoses in that picture.

Have to say, that fuel line on the carb doesn’t look like the best fit, and is the hose perished?
Whats the ‘wet’ on the edge of the rocker cover?
Cant see the heater hoses in that pic, i think they’re below the carb.

Easiest way to check is to bend the hose back on itself and see if it shows cracks on the surface
If its hard I’d be changing it anyway
There's been a bit on an issue in recent years of poor quality fuel hose being sold as rated stuff, snd even marked up as high quality, so be careful where you get it from
