Recently bought some wheels, I was going to refurb them myself, but listened to advice from people on here, and will pay to have them blasted and Powdercoated in silver. Question is, I want to paint the areas that are black in this photo gold, but can you? And what’s best to use? I doubt you could easily powder coat two colours on wheels. Thanks.

i wouldn't want to blast a polished wheel like that, it'll ruin the surface finish and take significant efforts to recover them.

I’m not planning on keeping the polished part, as there is some kerbing to the rims and just get it repaired and the whole wheel done in a bright sliver, before painting the gold

Typically a wheel refurb place would blast/dip the wheels to remove the old coating, then powdercoat the entire wheel gold, before diamond cutting the rim and face to give you the silver bits.
Certain places will also tig weld any damage to the rim beforehand and machine it up so it's as good as new. Obviously this will cost more.
As far as I'm aware, you can't powdercoat two colours onto the wheels, and I think painting over the powdercoat is not a good idea personally.
If you want to paint the rim silver and the middle gold, why don't you just get them blasted and then mask and paint them yourself?

You can get high temp masking tape to do multiple colours.

With good preparation yes - done it many times over the years - many replacement body panels are now supplied to the market in a powder coated primer base - never had any issues although many others state that you cant over paint powder coat finishes

Wheels dropped off, getting them done in silver, will then see what happens with painting them silver

Givens where you are, Lankies Powdercoaters in Redditch can do something close to the factory finish. I plan to do this on my M3. They can chrome powdercoat the bits you want but then paint the black bits. It's not cheap however, but still better value than other places . But you should be fine to do it the way you want .
