A couple of friends have recently tried Ebay, searching for 4 x whatever size, then sort by lowest price then look for the best wet grip rating. They are both over the moon with the result. One came to mine just recently with his because I have an old tyre changer so we fitted his set of 18 inch tyres, in total he spent £117. He says that the grip is excellent and having spent less than the cost of part worns for four matching tyres with known history and known age he says that if they last a year its been a success. So is that for a set of brand new boots? If so then good purchasing skillz - What brand?

The EU Tyre ratings are a mixed blessing. While there can be some truth, they are rated by the manufacturer and by the only the 'range/tread pattern' of the tyre being taken into consideration with 'worst case examples', picked on side profile, tyre diameter etc.
A tyre fitter told me this that I've used for years. I was initally skeptical, but it does seem to be tread based, meaning a result for something like a Uniroyal RS3 differ to how a Michelin Pilot Super Sport fares; the Uniroyal is available in pretty much every size, whereas the latter is only available in wide, low profile sizes.
I find it laughable how an R888 in one tyre size is meant to be as loud as a normal road tyre for example with the ratings.

Cant remember the brand but not a well known one for sure, so far I know two people who have done it and got what they expected grip wise.
