They don't look like Webers to me. I have a sneaky suspicion they may be Solex, but I dunno what model
Are they attached to a Fiat twin cam? A chap I know had an Fiat twink with a pair of them on it

Dellorto DHLA 40 or 45.
Should be cast into them somewhere.
You can get lots of filters for them of different depths. The filter backing plate goes behind the inlet ram pipes (trumpets).

It would be a seriously worked Fiat Twin Cam to hit 200bhp. Awesome engines though.

As said Dellorto DHLA's if you look at the far barrel next to the distributor cap ( the orange thing with black plug leads coming out ) it will have a cast ledge with DHLA 40 H or DHLA 40 F or some thing like that then you can google whatever it says and a hole world of info will open up to you.
They more difficult to set up than weber's but far superior if you can master them..

wonderfull! thanks guys. also does anyone have any good ideas on how to link the chokes together? was going to drill a hole and run a cable between them but i think the throttle linkage will get in the way so any other ideas?

It would be a seriously worked Fiat Twin Cam to hit 200bhp. Awesome engines though. what matt says. it wont be 200hp. thats nigh on impossible on a N/A twink. realistically, if it runs on 'normal' petrol and is street drivable, even a 2L with better cams and 40s will only be around 140-145hp.

Forget the chokes just leave them disconnected they flow far too much fuel in and are unreliable just give the throttle a quick blip before you fire it up and balance the throttle until its warm it wont take long..

yer, i see where your coming from and i started it up today and it idled fine, but it did take a little while to get it going. there is already a choke cable there its just not attached so i would like to have it connected then i always have the option of using it or not.
is there some sort of bracket that can be bought or made to link the two?
