no legal problems at all, as long as you have no blue lights, lots of security cars aand vans look just like english police, nothing illegal about reflective material either incidentally if you want a blue light for show use I have a full width blue light bar, Check the Road Vehicle Lighting Regulations for restrictions on retro-reflective vinyl on vehicles. I suspect the OP isn't looking to make a replica of a modern-day Met car, so its pretty irrelivant.

We have couple of police look-a-likes that made their way even to local newspaper ;D the real deal 'thief' ;D This was seen on the backround in one episode of Finish 'Poliisit' (Cops) show and they just laughed their asses of 'porcelain' ;D Build for local bomber meetings for fun

Indeed, lots of confusing law on use of reflective materials on road cars.
