Is there a safe and easy way to clean this mess up without stripping the engine down? It doesn't appear to be baked on particularly hard but is coming off in semi solid particles rather than just wiping off. Is it safe to steam clean? Engine is a 352ci Ford Fe V8

TBH, I'd be stripping that down completely: pistons, rings, bearing shells, oil pump, oil gallery plugs, etc. If it's like that at the top end, it'll be just as bad in the sump and oil ways - this part of the engine is still lubricated by the sump oil.
Gunge like that is not what you want to be putting into your bearings - and it might just block the oilways, killing bearings in double-quick time.
EDIT - any idea how it got like that? Has it been stood with no rocker covers for ages, or has it done lots of miles without oil changes?

any idea how it got like that? Has it been stood with no rocker covers for ages, or has it done lots of miles without oil changes? Probably both. i know the car was parked up in a field for a long time, possibly as much as 5 years without use, i've no information regarding service history but the clock shows 44,000 miles. Judging by the overall condition of the running gear i would say these are genuine miles

As James said that wants a full stripdown and cleaning, its more money now but cheaper than a potentially wrecked engine.

Has it been stood with no rocker covers for ages, or has it done lots of miles without oil changes? ^^^^ THIS^^^^ Anything you wash off will drop down the pushrod tubes/oil drains into the sump and complement theundoubted pile of curse word and sludge down there. This will ruin the oil pump, bearngs, crank and anything else that is lubricated. (Basically the entire engine) If you strip it carefully now you might just get away with a gasket set, but whilst you're that far it would be good practise to replace the bearings and rings. If you try and shortcut it you'll ruin it imho.
