On part 2 of your manifesto, although I like the idea you forget that insurance has two purposes in the UK - 1 is to reimburse people for losses relating to motor accidents and 2 is to prevent 17 year old lads buying an Impreza STi as their first car when they pass their test... if we had a better system for tracking insurance on vehicles ( which ANPR is supposed to be) then the dvla is redundant.

Hey give me a break! I knocked those ideas out in 5 mins sitting on the bog! ;D I'm sure we can add a clause about max CC or HP for the fist couple of years of driving though

I knocked those ideas out in 5 mins sitting on the bog! ;D I'm sure we can add a clause about max CC or HP for the fist couple of years of driving though Road-tax is paid through fuel duty; the more you use, the more you pay in tax. thirsty cars get penalised. insurance stays the same. Theres too many people tied up in insurance work - too much unemployment. and it's not that bad really. and more police, nationalised trains and busses and post office, lots more hospital funding and withdrawal from the EU. Oh and raise the age of consent back up again and introduce national service for young offenders. but i digress into nirvana. i sold a pug 106d a while ago, to a foreigner, sent away v5. Got similar letter a while later, wrote back, I sent away v5, i did my part, sold to a foreigner cant remember name or address, stop harassing me and forget your fine. 'no further action' letter, job done.

So far DVLA have stolen £100 off me (SORN) . I tried sending them an invoice for supplying some information that they requested about a car but they didn't pay it. Grr. Would've been funny if they had.

I did used to think extra duty on fuel would the answer to not having road tax. Then I thought about how easy it would be to just stick a few pence a litre tax on whenever they felt like it and I don't like the idea anymore.

fuel duty rises pretty much every year anyway.
You have to admire the way we have made a humongous self-feeding bureaucracy out of the seemingly simple business of keeping track of who owns what car.
Its something about being British I think.
I doubt any system anyone comes up with would be perfect. I've long ago given up seeing perfection in any public or commercial service. I'd like to see a rough approximation of value of money or fitness for purpose though. DVLA seems to fail on the first one. TBH I've never had any issues with the operation of DVLA services, however I do have a serious issue with their policies...

Like a lot of public sector bodies the DVLA has gone from being a service to becoming an authority. This government has been keen on creating petty legislation and empowering departments to invent minor offences.
I understand a need for rules and procedures, however as an individual I feel choked by it all. Just keeping up with knowledge of what I'm supposed to be doing is one thing, keeping up with the paperwork is another.

once you notify them in writing sent recorded delivery so it has to be signed for if you state in that letter that you don't beelive it is your responsibilty to make sure they do their job properly and that for each further correspondance you have to send them you will charge them £80 .... aslong as its in clear concise english I'm pretty sure once theyve signed for it they have to pay it ...
we did the same with with ntl but thats a long story it soon got dropped though

Just keeping up with knowledge of what I'm supposed to be doing is one thing, keeping up with the paperwork is another. While I do agree with most of what you say, I have to point out that the process for dealing with V5C notification of change of keeper has not changed since 1996. Hardly a throttling pace of change. Its also written right there on the V5C in plain English what you do if you sell, export or scrap a car. While the DVLA isn't always the easiest organisation to deal with it does help if you actually follow the simple process which the OP admits he has not.

Yeah I agree the V5C updating is a simple process and clearly explained on the back of the form. It does surprise me how many people get it wrong or don't even check it.
My only issue in this area has been lengthy delays receiving my updated V5's.
