I don’t think there is a ulez issue for the public in Brighton. I live here and work for the council.
The council is slow and inept so don’t worry about anything happening too soon.
And there are no ulez restrictions on Madeira drive, I ride down there on my way to work and there are no signs anywhere.
There is a push for buses and taxis etc to be low emissions but I’m not aware of it for public car use.
They have changed the layout on Madeira drive which seems to be the biggest issue. That and the death a few years ago.
The local green groups are probably more of an issue. The mp for the area and the council are both labour but there are a lot of Green members kicking about who love a protest.

After my last couple of visits to ‘tourist’ Brighton, I’m struggling to see the positives of the place. Maybe I picked a bad time but Madeira drive was full of drug-addled ‘performers’ harassing tourists for money, fighting with each other for territory, and shooting up and defecating in doorways, car parks or any other corner they could find. What was weirder was no one (including the police) seemed to care. . Maybe that’s why there tarting up the terrace in an attempt to move them on, but after what I saw I’d be in no rush at all to ever go back there.

Did a London to Brighton Land Rover run a few years back, would imagine ULEZ would have put paid to that as well if it was still a thing.
Motorsport of all forms is under threat in urban areas, its an easy target for so many who declare environmental(noise/pollution as their reasoning) and were these mutterings to be valid you can reasonably expect those to be top of any statements around why.

It was more the organisers apparently saying they would not start it from London, and potentially cancel the event, because of the ULEZ in London, not because of one in Brighton.

It's a shame they can't be included in the showmans discount somehow, as it is essentially a show. I'd consider it historically important too. I did the .ini run once in 98. For free. A local lass had her mini break down and gave me the tickets the night before the event. I refused to pay extra money to drive on roads I used every day of the week as I lived on the route. What a buzz tho. Almost fried the clutch trying to get into Brighton and headgasket went 2 days later. Still well worth it👍
