I have a similar jack, old, unknown age or origin
When it did the same as yours i stripped it, checked the cylinder for wear/ grooves etc, took the seals into a local hydraulics company, they matched them and it was all bolted back together
Still works fine about 5 years later
DISCLAIMER.. I'm NOT STUPID ENOUGH TO GO UNDER ANYTHING ONLY SUPPORTED BY A JACK!!!!😀

Bad leak or usual weep? You might just have to top it up.

You should check the piston rod. If it has a deep scratch, dent or corrosion spot, then it will be scrap as renewing the seal does not make sense. Dismantle it, check the bore and if that is oke, renew the seal. It is normal that it does not go fully up no more as it lost oil. If you fill it up with jack oil, it will go up fully again. You can also consider not to replace the seal but fill it up reguarly
