I know of an old American car layed up in a farm. The car was imported about 6 years ago but due to a few personal issues the car was never registered. The owner now wants to move it on & I'm really keen on it. Problem is I've heard that If a car is not registered within 2 years it can't be after that. Does anyone know of any truths please?

Loads of info here: registering importThere's no time limit to register a vehicle once here. If they have the paperwork and NOVA it will be a straight forward process.

Yup only a problem if theres no nova certificate. All that means is a document saying hmrc have no interest in tax due.
People will say a nova form cant be got if it doesnt have one, and you have no idea of when it arrived here. But it can be. I have done it.
All i needed was a receipt stating date of purchase from previous owner (with price paid date , address etc). This clears you of any fines etc as you have proof you just bought it.
You then ask nova cars team if the vin is on their system as duty paid. They will look. If it isnt then reply to the email and ask to apply to pay any tax due on it. They give you the old form (pre nova) You then pay any tax due on it.
Once they email you your nova certificate you can go through the usual classic car club for a dating certificate, then apply to dvla for reg.

However, if the car has been here for years, surely that level of tax could be high. I've heard that after 14 days of bringing a car in, HMRC start a rolling penalty, of £5 per every day the fee has not been paid. How do the DVLA deduce how much tax you should pay if there is no NOVA on the car?

Hmrc take the tax, its import tax. Last time i did it, with a vehicle that had been in the country an unknown amount of time it cost me 75quid. Had a nova emailed over to me.
The dvla take the hmrc nova letter as a guide that no tax is due on the vehicle and its allowed to be registered.
As for the fine, be sure to have a receiept that says when you purchased it. You cant be aware of something you have no control over. You could say you assumed nova had been paid etc .
Or like me, i just said, has tax been paid, is it nova registered, if not, what do i owe you?.
Its worked out on a % of its market value, or in my case a % of the purchase price on the previous owners receipt.
