I agree, the dealer has had experience of this person previously. As we all know the motor trade is full of duckers & divers, good guys and bad who buy and sell vehicles and if the dealer has had no issues previously, then why would he be overly concerned when offered another vehicle.
I'm sure he will be more discerning next time, I'm glad the owner got it back, it must've been some relief.
I reported a nice Toyota Soarer twin turbo abandoned in a car park at the local school, it had a damaged steering lock, and despite speaking to the police three times over two days as the car was gradually reduced to scrap, it was only picked up when the windows were smashed and the wheels were off it! What a bummer!
