So what is the ULEZ?

The ULEZ will apply to the current Congestion Charge Zone in Central London.

It doesn't appear to work on a vehicle by vehicle basis, it just says a Euro Emissions standard for each vehicle type, and the year manufacturers were required to adhere to this standard.
So how do they determine a non-compliant vehicle? Just because your car was built before the mandatory date, doesn't mean it doesn't comply with the Euro Emission standards. Euro 4 for petrol cars came into force on 1st January 2007, so automatically a car registered in June 2006 isn't compliant and subject to charge, even though its emissions may fall into the Euro 4 requirements?
Are they using emissions data from the manufacturer, I.E. what is shown on the V5C? This isn't given for vehicles registered before 2001, so again are they just going to assume all cars registered before this date aren't compliant and charge them?
So what does it cost?
For non-compliant bikes, cars, vans and minibuses, it's £12.50 per day.
HGV and buses/coaches, it's £100 per day.

So an extention of the ULEZ from the current CCZ to the boundary of the North and South Circular Roads.

That's from the existing blue CCZ, to the purple border of the N/S Circular.
So, in summary...
Incorrect. It'll might be as far as the N/S Circular, and it'll be £12.50 unless you want to drive an 80's Scania or Plaxton Paramount in there.

Have an older vehicle - Live within or fancy driving within the area encircled by the M25, that will be (at least) £200 for the day please!
Just to clarify - this is not a reference to extending the congestion charging zone but changing the EXISTING LEZ (low emission zone) that covers most of the area encircled by the M25 to apply to cars it already applies to larger vans, campers and HGVs

The existing historic exemption is not on a rolling date unlike road tax so you need a pre '73 vehicle to qualify.
