Car is a Toyota Starlet, headlights stay on all the the time and I can hear the headlight relay "buzzing. The side lights turn off when switched, but the headlights don't. I've pulled the relay and it cures the problem, but when I test the relay by passing 12v through the switching contacts, I can hear it "clicking", as if it's working OK. Is it the relay or is the problem elsewhere? The relays aren't a normal 4 pin one and are also quite expensive, so I don't really want to check this issue by buying a new one! Any advice? Have a Starlet in thanks, not my car though!

Have you checked for corrosion in the fuse box? Maybe try wiggling the fuses a bit and see if it goes away. Also any connectors in the loom to the lights. If that's not it I would guess at a bad earth connection somewhere. I doubt it's the relay from what you describe but then I don't know what other gubbins might be packed inside it.
Good luck, hope it's an easy fix.

Sounds like this could be the dim dip relay stuck on.Normally a separate relay mounted outside the fuse box that triggers the main lamp relay.I think on the starlet/galanza it is fitted behind the glove box but not sure.

does the relay click on and off when it is supposed to?...relays will click, not buzz...if it is buzzing, and youre sure its from the relay, then the relay is bad....
If there is another relay of the same type nearby, or from another car, you could switch it with a known good one to test it...just be sure its the same relay

Can you open the relay? There's a spring inside to pull the contact back. If this spring is corroded off, the relay can make weird things. I had the problem once - replaced the spring by one taken from a biro - problem solved.
